NoctuaSec Cyber Summit at Vistula: Statecraft, Big Tech & the Future of Digital Warfare

On 13 January 2026, from 16:00 to 19:00, Vistula University will host a high-level international event: “NoctuaSec Cyber Summit: Statecraft, Big Tech & the Future of Digital Warfare”. The summit is initiated by our student, Mykhailo Andreichyn, and will bring global experts in cybersecurity, national security and technology to Vistula.
Our confirmed speakers include:
- General Serhii Demediuk – former Deputy Secretary of the National Security and Defense Council of Ukraine and architect of the Ukrainian Cyber Police,
- Dr Lukasz Olejnik – Senior Research Fellow at King’s College London and former advisor to the International Committee of the Red Cross on cyber warfare.
The event is organised in cooperation with:
- Google Developer Group (GDG) PJATK,
- ICWR (International Center for Warfare Research),
- Superhumans Center – our official charity partner supporting the rehabilitation of Ukrainian defenders,
- and with academic support from Lviv Polytechnic National University.
Key topics of the summit will include:
- Big Tech & sovereignty – how states increasingly depend on private actors (e.g. Starlink, Google) during active conflicts,
- Cyber–kinetic warfare – synchronisation of digital operations with physical military strikes,
- AI & the red line – legal and ethical thresholds for autonomous systems in modern warfare.
The NoctuaSec Cyber Summit is designed as an independent, apolitical forum focused on professional discussion, bridging the gap between cybersecurity doctrine and humanitarian action (through cooperation with the Superhumans Center).
